Would zero demerit points mean that my insurance rates wont be effected?

I have MS and also have unable to get actual medical insurance . I will be covered by my state wellness swimming but at $1300/mo. I have heard from the lot of indemnity vendors and discount ideas but am afraid of those. Anybody on the market have any ideas? Thanks!
