The FCC's Radiation Exposure Thresholds determine the safe limit at which a person can be exposed to electromagnetic radiation from wireless devices. The limits of exposure are based upon scientific research which prove that electromagnetic energy can be harmful to human health.

The rate of absorption called the specific absorption rate (SAR) is an indication of the radiofrequency energy taken up by tissues. It's typically 1.6 milliwatts per kilogram calculated over one kilogram of tissue.

But, since 5g operates at higher frequencies, it has the potential to create more energy on the skin as well as other body areas. This can lead to a wide range of potential problems, including an increased the development of skin conditions like dermatitis, skin cancer and cataracts.

The assumption also ignores the more extensive penetration of ELF parts of the modulated RF signal and the effects on the body of short bursts caused by RF pulses. These theories are not compatible with the current understanding of biological effects of RF radiation. As such, they should not be relied upon for health-protection exposure standards.


Furthermore, the ICNIRP and FCC restrict its maximum levels of radiation exposure for local peak SARs that are based on the peak spatial specific absorption rate (psSAR) which is not a sufficient dosimetric tool to assess the amount of exposure to radiofrequency radiation.
